GUIDELINES FOR STATE CORPORATIONS MANAGEMENT UNVEILED

On the 4th of June, 2024, Chairpersons and Chief Executive Officers of State Corporations, Vice Chancellors of Public Universities, and other government agencies convened at the Bomas of Kenya for the unveiling of Guidelines on Management of State Corporations. Mr. Felix K. Koskei, Chief of Staff & Head of the Public Service, highlighted the transformative trajectory of the current administration, underscored by institutional reforms aimed at bolstering governance principles and enhancing accountability in public service delivery.

The guidelines, delineated under Executive Order No. 3 of 2024 by the Head of State and Government, signify a pivotal step towards amplifying the role of State Corporations in advancing the national development agenda, as enshrined in the Bottom-Up Economic Transformation Agenda (BETA). They aim to realign the operational ethos of these entities with citizen-centric principles, fostering a shift from entrenched entitlement towards proactive engagement and empowerment.

Acknowledging historical imperatives and contemporary governance challenges, the report emphasises the imperative of repositioning State Corporations as catalysts for socio-economic progress. It outlines multifaceted systemic weaknesses impeding optimal performance, including governance lapses, policy ambiguities, and institutional capacity deficits. By institutionalising the unveiled guidelines, the government aims to streamline operational modalities, promote fiscal prudence, and uphold public trust through transparent and accountable stewardship of public resources.

Mr. Koskei enjoined stakeholders to uphold the principles enshrined in the guidelines, emphasising the collective responsibility to realise the nation's economic aspirations. He made it aware that, as the Kenya Kwanza administration steers towards economic liberation, adherence to these guidelines is paramount in fostering a resilient, inclusive, and prosperous Kenya.
