Head of Public Service Officiates the Inauguration of the National Committee on the New University Funding Model

While oficiating the inauguration of the National Committee on Review of the New University Education Funding Model at the Kenyatta International Convention Centre (KICC) on Tuesday, 24th September 2024, Mr. Felix Koskei, Chief of Staff and Head of the Public Service, delivered a keynote address underscoring the critical role of education in Kenya’s national development. The event was attended by key figures in the education sector, including the Cabinet Secretary for Education, principal secretaries, vice-chancellors, Judicial officers and university student leaders.

Mr. Koskei began by reflecting on the profound impact of education, emphasizing that it is not merely a tool but a "compass that guides our steps into the future" and a fundamental pillar in President Ruto’s vision for a better Kenya. He recounted the story of Grace Ogot, Kenya's first trained midwife, to illustrate the liberating potential of education. In the same way that Ogot was empowered to contribute to her community and the nation, the Chief of Staff articulated that today’s generation must also be equipped with knowledge and skills to transform Kenya.

In his remarks, Mr. Koskei addressed key challenges facing the education sector, particularly the need for inclusivity, relevance, high standards, and fiscal prudence. He acknowledged the rapid growth in student populations—from a mere 23,000 in 1990 to over 630,000 today—and the pressure this expansion places on the university system. With many public universities financially strained and facing declining academic quality, Mr. Koskei stressed the urgent need for a sustainable and equitable funding model that ensures every Kenyan child receives a high-quality education that empowers them to contribute meaningfully to national productivity.

He lauded the President's decisive action in establishing a working party on education reform, which led to the launch of a new funding model in May 2023. The Chief of Staff charged the newly inaugurated committee with the task of reviewing this model, calling for thorough consultation across all sectors of society. He emphasized the importance of ensuring that the model addresses the needs of future generations and stands the test of time.

Mr. Koskei also acknowledged the limitations on government spending due to the debt burden, urging the committee to work within the existing constraints. He assured the committee of the full support of his office, expressing gratitude for their willingness to serve.

He urged the committee to draw inspiration from Grace Ogot's legacy, encouraging them to "Let Akinyi fly" and to ensure that no Kenyan is left behind in the pursuit of knowledge and opportunity. His address was a powerful call to action, aimed at midwifing a robust educational system that will elevate Kenya’s future generations.
