PSC & SRC Strengthen Public Service Collaboration at Consultative Meeting organised by CoS & HOPS

Nairobi, February 25, 2025 – The Chief of Staff and Head of Public Service, Mr. Felix K. Koskei, hosted a consultative breakfast meeting with the Public Service Commission (PSC) and the Salaries and Remuneration Commission (SRC) at the Bomas of Kenya, aimed at fostering stronger collaboration among key public service stakeholders.

During his address, Mr. Koskei emphasised the critical need for effective partnerships between the Ministry of Public Service, the PSC, and the SRC, describing their relationship as a “three-legged bicycle” crucial to driving reforms in public service human resource management. He stressed that while the long-term goal is national prosperity, prudent fiscal management is essential for achieving this aim.

“We must always be willing to pinch our pennies,” said Mr. Koskei, highlighting that every public service expenditure should be justified to maximise its impact. He called for close cooperation among the commissions to ensure sustainable wage bills, effective service delivery, and alignment of public service goals.

A key focus of the discussions was linking public sector pay to productivity. Mr. Koskei encouraged the commissions to develop performance frameworks that not only assess output but also incentivise greater productivity within the public service.

Mr. Koskei also underscored the need for harmonisation of allowances, urging the two commissions to collaborate to ensure fairness across different public service sectors. He noted that allowances for similar grades should be standardised to avoid disparities.

In addition, Mr. Koskei called for greater attention to staff training, capacity building, and a strong focus on creating a culture of pride, excellence, and integrity within the public service. He reiterated that Kenya’s public service must be a beacon of productivity, free from corruption and mediocrity, and an institution that serves the nation with excellence.

The meeting concluded with Mr. Koskei encouraging the commissions to continue working together in a spirit of collaboration to create a more efficient, productive, and sustainable public service.
